Business Challenge

Many tax agencies and revenue departments have undergone major system development efforts over the past 25 years using various solutions to deploy new systems. Dubbed Integrated Tax Systems (ITS), these applications were revolutionary. They took advantage of the best technologies available at the time and enabled agencies to consolidate functionality that resided on several systems into one.

However, new technology (especially the advent of the Internet and the web browser) and better software is rapidly making these ITS systems - even those implemented in the past few years - obsolete. For example, there has been a recent movement to use external “rules engines” or “work flow” software. Revenue and Taxation agencies that have looked to take advantage of these improvements are frequently hindered by the lack of flexibility and openness of these first generation ITS applications (custom or COTS). The ITS systems of yesteryear were built on platforms whose architecture prevents integration of best of breed 3rd party software, extensions, and agency modifications. These constraints limit an agency’s ability to adapt to tax and legislative changes, which are beyond simple rate or form line item changes, and often link taxes, credits or deductions to other government programs (e.g., health care). Agencies shouldn’t be forced to adopt, or not adopt, a business process or policy based on what the software does or does not do.

For those agencies that are still operating on systems even older than these first generation ITS’, the situation is more critical. An aging workforce has made the operation and maintenance of these older systems, often developed with legacy programming languages, more challenging. These tax applications have become increasingly complex and difficult to maintain in a timely and cost effective manner due to modifications and patches that have occurred over the years from legislative mandates or enhancement requests by the business community.
